You're using the old model of Carsair. I suggest you to repace it with the better one before upgrading the GPU.
P.S you may get the better FPS with your current 3GB card after upgrading the PSU

650W PSU will be fine but there's some cases where high transient load have caused issues, so for me 750W PSU won't be overkill.So Super Flower Leadex III series would better

Is there any GTX 1660 super model ?
One of my friend said MSI Ventus/Gaming X and Gigabyte/Asus ROG are good but its details makes difference.

Since you're upgrading your PSU with the 750W then i suggest you to go something closer to 2070super or 3060. 1660 Super can work on lower PSU too but they didn't give you good performance.

1440 has 1.7x pixels which populate as 1080p. so it brutal on GPU with a weak CPU. You need a Good GPU ( LIKE 2070super or 3060). which gave high FPS and tolerate the CPU

They tend to have very wide registers sets, and huge memory busses. So they can load, say, 64 registers in one instruction, add them to 64 more registers, and then conditionally store all the results. But what they absolutely hate is conditional execution.
