He literally has pretty much the same build as me, same cpu as well

I have EVGA GeForce RTX 3080 XC3 for gaming. I am getting Good fps in Call of Duty: Modern Warfare. While my friend has a 2080 ti and guess what ?, he got more fps than mine ( 240 FPS on low setting ). I think he just overlocked but i am not sure about it. Do you think i should overlocked too ?

Your motherboard seems look good but outdated too. It can support both cards but it will effect on the performance. Yes, Sometimes you have to upgrade your motherboard when you're thinking to update the card. But if you have a good gaming motherboard then it won't necessary.
