I have EVGA GeForce RTX 3080 XC3 for gaming. I am getting Good fps in Call of Duty: Modern Warfare. While my friend has a 2080 ti and guess what ?, he got more fps than mine ( 240 FPS on low setting ). I think he just overlocked but i am not sure about it. Do you think i should overlocked too ?

Well its not about the GPU. Processor and the motherboard also matter. State your spec here and your friend's too

Overlocking wont helps you to get higher FPS. I've doubt about the resolution and the game setting. Do you get the low fps on other games too ?

I don't play much games except Call of duty and WatcgDogs 2. Fps capped all the time in watchdogs2 at 300. We both have same PC with same setting. Resoulation always remain to 100%.

We both use the following spec except the GPU here's my friend's spec

GPU - EVGA 2080 Ti FTW3
CPU - Intel i5 5775C
Motherboard - ASRock Z370 Killer SLI
RAM - Corsair Vengeance DDR4 3000

I think it is additionally acceptable to check what your GPU utilization and what the temperature readings are while you are playing the game . Despite the fact that eat is a very remarkable issue in low settings, it might be good to check for any indications of overheating.

On average 63c, I haven't generally played on higher settings since it really looks more terrible to me. The movement obscure, depth of field etc just hurts lol

It could be nothing more than GPU driver issues - Try to update or reinstall the drivers
