Hi friends i am going to buy a new gaming motherboard, but before I'd like to ask about the PIN. Does the i5 9400f have pins on the cpu or the motherboard ?

Only motherboard has pins while processors are pin less

All the processor come with the pre-applied thermal so i don't think its necessary to change it, however if you're still thinking to change it most basic way to apply it is of a pea size on the CPU

For me Thermal Grizzly Kryonaut is far better than any other thermal paste unless you're using the chip which is overlocked you wont see the difference

Thank you for the reply. Since i5 9400f has no pins at all so is it safer to put in than ryzen

Its not hard to put unless you try to force things or attempt to put the CPU in wrong.

The only benefit i see is you can easily Handel it a little rougher and without breaking the card out to straighten the pins back up.
