Its just a Overkill, It would better if you installed properly in a well ventilated case i hope this solve the temp issues Does they overkil 240mm AIO Cooler ? I don't think it can overkill 240mm AIO for any intel processor. Running a cooler that is "enough" is not "enough".

You should take test with your GPU by lower the resolution If your FPS increase, it mean your CPU is powerful and easily handle the better graphic configuration, otherwise you are likely more cpu limited.
